New Study Shows BRCA Testing Rates Soared Following Angelina Jolies Double Mastectomy

first_imgBRCA testing rates surged nearly 40% in the week of Angelina Jolie’s announcement that she carried the BRCA 1 gene mutation and had an elective double mastectomy, according to a new AARP Public Policy Institute study released today.This is the first report quantifying an increase in BRCA testing rates among women enrolled in a large US health insurance carrier.Prior to Ms. Jolie’s announcement, women with a cancer diagnosis had more BRCA tests than women who did not, the AARP study found. However, during the week of her public announcement, the increase in BRCA testing among women who did not have a cancer diagnosis was nearly twice that of women with a cancer diagnosis. BRCA testing helps identify treatment options for women with the gene mutations before or after they are diagnosed with breast and/or ovarian cancer, according to the National Cancer Institute.“Our study showed that the BRCA testing rate increased about 40% and stayed at an elevated level for the rest of the year after Angelina Jolie’s announcement,” said AARP Executive Vice President for Policy Debra Whitman, PhD.On May 14, 2013, Angelina Jolie announced in The New York Times that she tested positive for the BRCA 1 gene mutation and underwent a preventive double mastectomy to reduce her risk of developing breast cancer. Ms. Jolie’s story gained immediate and widespread international media attention.About 5–10% of breast cancers are thought to be caused by hereditary genetic defects, according to the American Cancer Society. BRCA1 and BRCA2 gene mutations are the most common cause of hereditary breast cancer. Women with either mutation have a high lifetime risk of developing breast and ovarian cancer.“By revealing her personal story, Angelina Jolie did an incredible job of raising public awareness about the BRCA gene mutations and the increased risk of breast and ovarian cancer,” added Whitman. “We found that Baby Boomer women ages 50- to 64-years-old had the highest increase in testing rates for the BRCA gene.”To better understand the so-called “Angelina Jolie effect”, AARP, in collaboration with Optum Labs, compared BRCA testing rates based on claims among commercially-insured women ages 35 and older in the US, before and after Ms. Jolie’s story was publicized in 2013.Study Highlights• BRCA testing rates increased nearly 40% per week, from an average of 350 tests per week to an average of 500 tests per week and remained elevated for the rest of the year. • Women ages 50–64 had the highest BRCA testing rate increase (44%), followed by women ages 35–49 (40%). • BRCA testing rates increased for women among all racial and ethnic groups: 43% among white women; 43% among Hispanic women; 23% among black women; and 16% among Asian women.AARP’s Public Policy Institute examined the number and rates of BRCA tests among women covered by a large, national U.S. health insurance carrier before and after Angelina Jolie’s May 2013 announcement (January–December 2013). Rio Tinto closely watching industry impact of US sanctions on Russian rival

first_imgMONTREAL – The head of Rio Tinto’s aluminum division said Tuesday he is closely watching the industry impact of U.S. sanctions on its Russian rival, Rusal, one of the world’s largest aluminum suppliers.The United States Treasury Department on Friday announced sanctions against seven leading Russian businessmen, 17 officials and a dozen Russian companies, including the aluminum giant. Rusal shares have dropped by more than half since the sanctions were announced, and the company has warned it may technically default.“It’s a bit early yet to speculate on exactly how this is going to work out and what impact it’s going to have on the whole industry,” Rio Tinto aluminum chief executive Alf Barrios said in an interview.“What is clear is that Rusal is a significant supplier of aluminum to the world and clearly we’ll have to evaluate this in detail and understand exactly how we’re going to manage our business.”Industry observers believe London-based mining giant Rio Tinto is among the main beneficiaries from actions taken Friday as part of the U.S. administration’s attempt to punish Russia for actions including activities in Syria, Ukraine and Crimea.Global aluminum prices have risen as the sanctions have fuelled concerns over supply.The sanctions against Russia come as the U.S. is also escalating a trade war with China, partially by imposing aluminum tariffs on the Asian superpower and a host of other countries, from which Canada is temporarily exempt.Barrios said he expects “common sense” will prevail when it comes to Canada’s current exemption from American tariffs on the metal.Donald Trump announced tariffs on steel and aluminum imports last month using the so-called “Section 232” of U.S. trade laws that allows the U.S. president to restrict imports and impose unlimited tariffs if a Commerce Department investigation finds a national security threat.He gave temporary exemptions to Canada, Mexico, Australia, Argentina, South Korea, Brazil, and the member countries of the EU and suggested that a final decision on tariffs against its North American neighbours could be dependent on successful NAFTA talks. The steel and aluminum tariff exemption for Canada that is set to expire April 30.The deadline happens to coincide with a timeline suggested as the deadline for finalizing a new NAFTA this year. Negotiators are reportedly close to hammering out a deal.He said a U.S. decision to include Canada in the tariff would not be appropriate because Canada is considered part of the North American defence manufacturing base and supply chains are closely intertwined.“We continue to be confident that at the end common sense will prevail but what’s important for us is to work closely with the governments and the customers to ensure that we continue to maintain the highly efficient, highly-integrated supply chain between the two countries.”Barrios said it’s too early to determine the global impact of 10 per cent aluminum tariffs applied against many countries, but added that the best thing for American aluminum consumers is to have access to high quality, low carbon aluminum produced in Canada using clean hydro power.He believes the Canadian government’s steps to crack down on companies that try to ship cheap foreign steel and aluminum through the domestic market was well-received by the U.S. administration, industry and customers.Earlier Tuesday, Rio Tinto became the first company in the world to receive Aluminium Stewardship Initiative certification for its environmental, social and governance practices at its smelters in Quebec and Australian bauxite mine.Although he doesn’t expect Rio Tinto’s aluminum will immediately secure a pricing premium, Barrios said it will give a competitive advantage to its Quebec assets from customers who he said will increasingly demand the certification.Follow @RossMarowits on Twitter.last_img read more

Spicejet is now hiring engineers and pilots at much lower pay than their current salaries at the financialy-troubled Jet. Industry sources told IANS that pilots from Jet Airways are being asked to take salary cuts of 25-30 per cent, while engineers have been advised to settle at 50 per cent of their current pay package. Not long ago, many airlines including SpiceJet were luring the same pilots and engineers with joining bonuses and better perks. But average salaries at Jet Airways have also been higher than the industry level,” a top aviation source said. A senior aircraft maintenance engineer who has applied to SpiceJet and Air India Express for a job said that he has got an offer in the range of Rs 150,000 to 200,000 a month while his current cost to company (CTC) at Jet Airways is nearly Rs 400,000 a month. We are hoping that some investor would take over Jet and our salaries will remain protected,” he said. A SpiceJet executive said that the budget carrier was offering salaries based on their own structure and not the highly inflated one paid by Jet Airways. A senior commander with Jet Airways said that pilots with 4-5 years of experience are going to other airlines as they are feeling the pinch of salary delays. “They have loans and other financial commitments so they are looking for places where there is certainty of jobs and timely salary payment. Not many senior level pilots have so far left Jet Airways. They are reluctant to go to either SpiceJet, IndiGo or Air India Express as they feel their seniority and salary will be impacted. They do not want to sign 3-5 year bonds,” he said. The flying veteran noted that many co-pilots who do not have much experience generally get about Rs 2.9 lakh salary month at Jet Airways, and they are willing to join other airlines for even less than Rs 2 lakh a month. Among various domestic airlines, only Air India Express and SpiceJet operate Boeing fleets, apart from Jet Airways. Those operating Airbus aircraft fear huge conversion costs for both pilots and engineers and are, thus, reluctant to hire the technical personnel from Jet. “We will have to train them for flying and maintenance of Airbus aircraft. In case of pilots, it will need six months of training, while for engineers the reskilling would take 3-4 months. This means the salary for entire training period will be a huge cost for us,” said an executive of a private airline operating Airbus planes. But aviation experts feel that the current situation is temporary and it will normalise once Jet gets back on its feet. “This is an unusual situation because Jet Airways remains almost grounded. Normally, supply and demand have been in favour of pilots and engineers. Now, it depends on how quickly Jet restarts again. If that happens things will stabilise. I won’t be surprised if many pilots and engineers go back to Jet,” said Rajan Mehra, a veteran aviation professional and Chief Executive Officer Club One Air. Saddled with mounting debt and losses, Jet Airways is fighting for its survival. Washington is in with a win, as long as Green Bay (49 percent) at Detroit (51 percent) doesn’t end in a tie in the evening game. The Buccaneers can make the playoffs in a tiebreaker against Washington and Green Bay, which means they need to beat Carolina, have Green Bay lose to Detroit, and have Washington tie the Giants. City Of Homer Looks At Allowing Marijuana Establishments On The Spit

The council introduced the ordinance following a recommendation that came in August 2017 from the Cannabis Advisory Commission to allow commercial marijuana establishments on the Spit, a place that currently does not allow them. The ordinance will be up for public hearing at the council’s March 12 meeting. Currently the only areas in Homer were marijuana stores can operate are in the central business district, two general commercial districts and the East End district. The Ordinance amends the former Homer city code, and adds permitted uses and structures, by adding marijuana retail facilities in the Marine Commercial District (the spit). When Homer began drafting its regulations for commercial marijuana the spit was among the areas where the retail facilities were not allowed. Workarounds for Common Open Source Bugs

first_imgOpen Source CMS PLatforms are certainly no exception to the occasional tech glitch. On one hand, publishers using open source solutions have access to a vibrant online community, which makes it easy to ask questions in a forum and receive help within a few business days. But for immediate open source gratification, it’s helpful to be armed with workarounds that solve platform gripes.“If there’s a bug, we always fix it in the next release,” says WordPress founder Matt Mullenweg, “so it’s never around for more than a month or two. The most common issues aren’t ones that are bugs, but generally mistakes from users, typically when they’re trying to modify their template or CSS.” NMP (National Mortgage Professional) Media Corp. relies on Drupal’s modules and executive vice president Andrew Berman has found that common glitches are “most likely to happen in the way you create your themes. Sometimes Web editors want the themes to be a certain way, and the implemented CSS won’t allow them to do this.” But for Berman’s site, which sees “a few thousand uniques per day,” his more recent dilemma posted in the Drupal forum is how to best optimize their database (to free up server space) due to a recent traffic increase. Fixes for Common OS Issues Regardless of the glitch (or a mistake on the part of the user, as Mullenweg classifies the majority of these bugs), knowing what modules are available as well as the workaround options can’t hurt. While there are certainly a number of widely-used systems, Drupal expert Chris Free, director of Web development for Chicago-based firm Chromatic, which works on sites including The Great Political Debate, and Louis Landry, development coordinator at Joomla, offer ideas on how to get solve common open source complaints. While experts confirm that glitches within Drupal, Joomla and WordPress—and the majority of OS systems—are generally remedied in a few months’ time, here are some quick fixes for the time being:Optimizing Servers. With Joomla, the most common problem publishers have is that their servers are not set up optimally, says Landry. As a result, there are problems installing extensions and “doing other things that require proper handling of file ownership,” he says. He recommends that servers have suPHP, fcgi, PHPSuExec, or an equivalent. More importantly, the Joomla Extensions Directory can modify the limitations in the current version of the platform. Caching. “We constantly hear from our clients that things aren’t publishing out,” Free says of Drupal. “The trick is to empty the system cache for the actual CMS.”Category and Structure. One limitation within Joomla is the section/category structure, says Landry. To work around this without using an extension is to rely on the menu system rather than on-the-fly navigation. This means having one master menu and then structure all content using sub-menus and has the advantage of giving you detailed control over your URLs, which is probably the other most commonly discussed topic. To set up your site to take full advantage of menuing, Landry suggests mapping out plans for hierarchical navigation. Then create one master menu with sub-menus to reflect that. In Joomla, presentation of menus is done via modules. Depending on how the site looks, publishers may want to make a separate module (a copy of the main module, but with slightly different parameters) for each sub-menu. Another approach is to use one module and control which levels are displayed. Experiment with start level, end level, and whether to display sub-menu items to get the display you want. Browser Issues. Does your content publish correctly on Firefox but not Internet Explorer? There’s a reason. “That’s a bug in the Drupal system,” says Free. “Typically we tell people to use Firefox when managing content since it does the least amount of damage to markup (IE is a prime culprit).”Formatting. For anyone knee deep in the OS world, formatting can be the bane of your existence. The trick, says Free, is not to copy and paste text directly from Microsoft Word, but do everything in a plain text editor and suggested online resources that can strip out these egregious markups. “It’s not foolproof, but is helpful,” he says of the available modules, which are like plug-ins. After finding and installing these modules, the editors create rich text and function as other word processors (albeit very basic) that write the corresponding HTML as you type.”Permissions. A general complaint with regard to Drupal is “‘I’m trying to change a page on the site and my changes aren’t sticking,’” says Free. Enable the “content permissions” helper module that comes packaged with the CCK as a first step. If it’s already enabled, check the field permissions for that user at “admin/user/permissions.” By default, only users with administer CCK privileges can edit/view each field, he adds.SIDEBAREvents for CMS EnthusiastsHalf the battle in troubleshooting common open source bugs is engaging in open dialog, as well as developing a broad understanding of the platform. HISD Postpones Vote On Layoff of Teachers Other Budget Cuts

first_img Share The Houston Independent School District Board of Education  postponed a vote on Thursday night related to the layoff of teachers and other campus-based employees.HISD officials said staffing for the next school year will be impacted by budget limits,  as the district’s facing a 208 million dollar budget shortfall which, they claim, is to some extent a result of hurricane Harvey’s impact.HISD said a reduction of staff is “partly” needed because of an anticipated decline in property values, from Hurricane Harvey damage.The district’s main source of funding is property taxes, so that would mean a decrease in revenue.They’re also budgeting for a recapture payment, the state law requiring “property-wealthy” HISD to send a portion of local property tax dollars to the state.But, for now, budget cuts have been put back on the table—and trustees will consider the measure when they meet, next month.last_img read more

Delhi Medical Council probing negligence against two pvt hospitals

first_imgThe Delhi Medical Council (DMC) has started inquiry into a Guwahati resident’s complaint of “medical negligence” on the part of two city-based private hospitals, which led to his wife’s death. “We have started an enquiry into the matter. We will seek documents related to the case from the respective hospitals and examine them. The allegations are serious and need to be looked into,” said Girish Tyagi, Registrar at DMC. The complainant, Ankuran Dutta, has also written to Delhi Chief Minister Arvind Kejriwal, who in turn has forwarded his complaint to the Health Department.  Also Read – Man arrested for making hoax call at IGI airport”We have received the complaint from the Chief Minister’s Office. We will be writing to the two hospitals and get all the documents for further action in the matter,” A K Saini, a senior official at the Directorate of Health Services, said. Dutta’s wife Anamika, an assistant professor at Gauhati University, had undergone a minimal access surgery (gall bladder) on July 17 at Navjeevan Hospital in Pitampura in north-west Delhi. But as her condition deteriorated, she was shifted to Jaipur Golden Hospital in Rohini, where on July 19 she suffered several heart attacks within an hour and died, Dutta claimed. Dutta has also filed a police complaint. When contacted, a senior doctor at Jaipur Golden Hospital said, “We have spoken to the doctor and he is denying any medical negligence. There is an appropriate body which can comment upon it.” Despite several attempts, Navjeevan Hospital authorities could not be contacted.last_img read more

first_imgOn May 1, 2012, Porter Stansberry and I made a bet. Porter predicted that oil would go below US$40 per barrel within 12 months. I stated that there was no chance that this would happen (my reasons are presented at the link above). Putting our money where our mouths are, we both agreed to bet 100 ounces of silver on the matter. I have a lot of respect for Porter, who is a very smart man. When he talks, I listen. But when he discussed the reasons why he thought oil was going below US$40 per barrel, I knew I had him – this was going to be one of the easiest bets I have ever made. One of Porter’s main arguments was that a global shale-oil revolution would push volume way up and prices way down. It is definitely a sensible argument, yet it was missing something very critical: timing. The shale gas boom that happened in the United States did not occur in a vacuum. Rather, it was built upon decades of experience in new technologies such as hydraulic fracturing and horizontal drilling. This was then based off of more than 150 years in conventional oil and gas exploration. Today in North America, there are thousands of rigs and hundreds of thousands of skilled oil and gas workers to work on the projects. This simply does not exist in the rest of the world. For a new shale discovery – however large it may be – it would take years just to prove up its commercial viability, another few years to get the infrastructure running, and even more years before it produces enough to matter. This means there are tremendous opportunities to profit – for those who are in the know – while we wait for the rest of the world to catch up. A similar situation is shaping up in the nuclear sector. Many countries rely on nuclear power and are planning to expand its use – the US among them – yet companies involved in the mining and refinement of uranium remain in a slump.
