Two security force personnel were killed and six others were injured as Maoists went on the rampage in various parts of Bijapur district of south Chhattisgarh on Monday.The increased Maoist activities in Bijapur have exacerbated the problems of the security establishment in the State even as Prime Minister Narendra Modi is scheduled to visit the district on April 14 for a function. Immediate impactThe Maoists triggered an IED (Improvised Explosives Device) blast near Tumla village on Kutaru road of Bijapur, targeting a bus in which some District Reserve Guard (Chhattisgarh police’s special anti-Maoist unit) jawans were travelling.Constable Lakhan Gawade, who was driving the bus, and head constable Anand Rao, were killed in this blast. ASI Bhojraj Morya and four DRG constables — Monaj Wacham, Sukhram Mandavi, Masaram Madiyam, Payaku Alam — suffered injuries in the blast.In a separate incident, the Maoists triggered two disparate IED blasts in Mahadev Ghat area of Bijapur when a team of the Central Reserve Police Force was carrying out a search operation in the area.

BRCA testing rates surged nearly 40% in the week of Angelina Jolie’s announcement that she carried the BRCA 1 gene mutation and had an elective double mastectomy, according to a new AARP Public Policy Institute study released today.This is the first report quantifying an increase in BRCA testing rates among women enrolled in a large US health insurance carrier.Prior to Ms. Jolie’s announcement, women with a cancer diagnosis had more BRCA tests than women who did not, the AARP study found. However, during the week of her public announcement, the increase in BRCA testing among women who did not have a cancer diagnosis was nearly twice that of women with a cancer diagnosis. BRCA testing helps identify treatment options for women with the gene mutations before or after they are diagnosed with breast and/or ovarian cancer, according to the National Cancer Institute.“Our study showed that the BRCA testing rate increased about 40% and stayed at an elevated level for the rest of the year after Angelina Jolie’s announcement,” said AARP Executive Vice President for Policy Debra Whitman, PhD.On May 14, 2013, Angelina Jolie announced in The New York Times that she tested positive for the BRCA 1 gene mutation and underwent a preventive double mastectomy to reduce her risk of developing breast cancer. Ms. Jolie’s story gained immediate and widespread international media attention.About 5–10% of breast cancers are thought to be caused by hereditary genetic defects, according to the American Cancer Society. BRCA1 and BRCA2 gene mutations are the most common cause of hereditary breast cancer. Women with either mutation have a high lifetime risk of developing breast and ovarian cancer.“By revealing her personal story, Angelina Jolie did an incredible job of raising public awareness about the BRCA gene mutations and the increased risk of breast and ovarian cancer,” added Whitman. “We found that Baby Boomer women ages 50- to 64-years-old had the highest increase in testing rates for the BRCA gene.”To better understand the so-called “Angelina Jolie effect”, AARP, in collaboration with Optum Labs, compared BRCA testing rates based on claims among commercially-insured women ages 35 and older in the US, before and after Ms. Jolie’s story was publicized in 2013.Study Highlights• BRCA testing rates increased nearly 40% per week, from an average of 350 tests per week to an average of 500 tests per week and remained elevated for the rest of the year. • Women ages 50–64 had the highest BRCA testing rate increase (44%), followed by women ages 35–49 (40%). • BRCA testing rates increased for women among all racial and ethnic groups: 43% among white women; 43% among Hispanic women; 23% among black women; and 16% among Asian women.AARP’s Public Policy Institute examined the number and rates of BRCA tests among women covered by a large, national U.S. health insurance carrier before and after Angelina Jolie’s May 2013 announcement (January–December 2013). Using data from the Optum Labs database of retrospective administrative claims data, the report also analyzed the age, race/ethnicity, and cancer diagnosis status of women ages 35 and older who received the tests.
MONTREAL – The head of Rio Tinto’s aluminum division said Tuesday he is closely watching the industry impact of U.S. sanctions on its Russian rival, Rusal, one of the world’s largest aluminum suppliers.The United States Treasury Department on Friday announced sanctions against seven leading Russian businessmen, 17 officials and a dozen Russian companies, including the aluminum giant. Rusal shares have dropped by more than half since the sanctions were announced, and the company has warned it may technically default.“It’s a bit early yet to speculate on exactly how this is going to work out and what impact it’s going to have on the whole industry,” Rio Tinto aluminum chief executive Alf Barrios said in an interview.“What is clear is that Rusal is a significant supplier of aluminum to the world and clearly we’ll have to evaluate this in detail and understand exactly how we’re going to manage our business.”Industry observers believe London-based mining giant Rio Tinto is among the main beneficiaries from actions taken Friday as part of the U.S. administration’s attempt to punish Russia for actions including activities in Syria, Ukraine and Crimea.Global aluminum prices have risen as the sanctions have fuelled concerns over supply.The sanctions against Russia come as the U.S. is also escalating a trade war with China, partially by imposing aluminum tariffs on the Asian superpower and a host of other countries, from which Canada is temporarily exempt.Barrios said he expects “common sense” will prevail when it comes to Canada’s current exemption from American tariffs on the metal.Donald Trump announced tariffs on steel and aluminum imports last month using the so-called “Section 232” of U.S. trade laws that allows the U.S. president to restrict imports and impose unlimited tariffs if a Commerce Department investigation finds a national security threat.He gave temporary exemptions to Canada, Mexico, Australia, Argentina, South Korea, Brazil, and the member countries of the EU and suggested that a final decision on tariffs against its North American neighbours could be dependent on successful NAFTA talks. The steel and aluminum tariff exemption for Canada that is set to expire April 30.The deadline happens to coincide with a timeline suggested as the deadline for finalizing a new NAFTA this year. Negotiators are reportedly close to hammering out a deal.He said a U.S. decision to include Canada in the tariff would not be appropriate because Canada is considered part of the North American defence manufacturing base and supply chains are closely intertwined.“We continue to be confident that at the end common sense will prevail but what’s important for us is to work closely with the governments and the customers to ensure that we continue to maintain the highly efficient, highly-integrated supply chain between the two countries.”Barrios said it’s too early to determine the global impact of 10 per cent aluminum tariffs applied against many countries, but added that the best thing for American aluminum consumers is to have access to high quality, low carbon aluminum produced in Canada using clean hydro power.He believes the Canadian government’s steps to crack down on companies that try to ship cheap foreign steel and aluminum through the domestic market was well-received by the U.S. administration, industry and customers.Earlier Tuesday, Rio Tinto became the first company in the world to receive Aluminium Stewardship Initiative certification for its environmental, social and governance practices at its smelters in Quebec and Australian bauxite mine.Although he doesn’t expect Rio Tinto’s aluminum will immediately secure a pricing premium, Barrios said it will give a competitive advantage to its Quebec assets from customers who he said will increasingly demand the certification.Follow @RossMarowits on Twitter.
New Delhi: Low-cost carrier and top rival SpiceJet appears to be making the most of the crisis at Jet Airways. Spicejet is now hiring engineers and pilots at much lower pay than their current salaries at the financialy-troubled Jet. Industry sources told IANS that pilots from Jet Airways are being asked to take salary cuts of 25-30 per cent, while engineers have been advised to settle at 50 per cent of their current pay package. Not long ago, many airlines including SpiceJet were luring the same pilots and engineers with joining bonuses and better perks. But average salaries at Jet Airways have also been higher than the industry level,” a top aviation source said. A senior aircraft maintenance engineer who has applied to SpiceJet and Air India Express for a job said that he has got an offer in the range of Rs 150,000 to 200,000 a month while his current cost to company (CTC) at Jet Airways is nearly Rs 400,000 a month. We are hoping that some investor would take over Jet and our salaries will remain protected,” he said. A SpiceJet executive said that the budget carrier was offering salaries based on their own structure and not the highly inflated one paid by Jet Airways. A senior commander with Jet Airways said that pilots with 4-5 years of experience are going to other airlines as they are feeling the pinch of salary delays. “They have loans and other financial commitments so they are looking for places where there is certainty of jobs and timely salary payment. Not many senior level pilots have so far left Jet Airways. They are reluctant to go to either SpiceJet, IndiGo or Air India Express as they feel their seniority and salary will be impacted. They do not want to sign 3-5 year bonds,” he said. The flying veteran noted that many co-pilots who do not have much experience generally get about Rs 2.9 lakh salary month at Jet Airways, and they are willing to join other airlines for even less than Rs 2 lakh a month. Among various domestic airlines, only Air India Express and SpiceJet operate Boeing fleets, apart from Jet Airways. Those operating Airbus aircraft fear huge conversion costs for both pilots and engineers and are, thus, reluctant to hire the technical personnel from Jet. “We will have to train them for flying and maintenance of Airbus aircraft. In case of pilots, it will need six months of training, while for engineers the reskilling would take 3-4 months. This means the salary for entire training period will be a huge cost for us,” said an executive of a private airline operating Airbus planes. But aviation experts feel that the current situation is temporary and it will normalise once Jet gets back on its feet. “This is an unusual situation because Jet Airways remains almost grounded. Normally, supply and demand have been in favour of pilots and engineers. Now, it depends on how quickly Jet restarts again. If that happens things will stabilise. I won’t be surprised if many pilots and engineers go back to Jet,” said Rajan Mehra, a veteran aviation professional and Chief Executive Officer Club One Air. Saddled with mounting debt and losses, Jet Airways is fighting for its survival. The airline is in gradual descent and staring at closure with nearly 90 per cent of its fleet on the ground.

The council introduced the ordinance following a recommendation that came in August 2017 from the Cannabis Advisory Commission to allow commercial marijuana establishments on the Spit, a place that currently does not allow them. The ordinance will be up for public hearing at the council’s March 12 meeting. Currently the only areas in Homer were marijuana stores can operate are in the central business district, two general commercial districts and the East End district. The Ordinance amends the former Homer city code, and adds permitted uses and structures, by adding marijuana retail facilities in the Marine Commercial District (the spit). When Homer began drafting its regulations for commercial marijuana the spit was among the areas where the retail facilities were not allowed.
