Rio Tinto closely watching industry impact of US sanctions on Russian rival

first_imgMONTREAL – The head of Rio Tinto’s aluminum division said Tuesday he is closely watching the industry impact of U.S. sanctions on its Russian rival, Rusal, one of the world’s largest aluminum suppliers.The United States Treasury Department on Friday announced sanctions against seven leading Russian businessmen, 17 officials and a dozen Russian companies, including the aluminum giant. Rusal shares have dropped by more than half since the sanctions were announced, and the company has warned it may technically default.“It’s a bit early yet to speculate on exactly how this is going to work out and what impact it’s going to have on the whole industry,” Rio Tinto aluminum chief executive Alf Barrios said in an interview.“What is clear is that Rusal is a significant supplier of aluminum to the world and clearly we’ll have to evaluate this in detail and understand exactly how we’re going to manage our business.”Industry observers believe London-based mining giant Rio Tinto is among the main beneficiaries from actions taken Friday as part of the U.S. administration’s attempt to punish Russia for actions including activities in Syria, Ukraine and Crimea.Global aluminum prices have risen as the sanctions have fuelled concerns over supply.The sanctions against Russia come as the U.S. is also escalating a trade war with China, partially by imposing aluminum tariffs on the Asian superpower and a host of other countries, from which Canada is temporarily exempt.Barrios said he expects “common sense” will prevail when it comes to Canada’s current exemption from American tariffs on the metal.Donald Trump announced tariffs on steel and aluminum imports last month using the so-called “Section 232” of U.S. trade laws that allows the U.S. president to restrict imports and impose unlimited tariffs if a Commerce Department investigation finds a national security threat.He gave temporary exemptions to Canada, Mexico, Australia, Argentina, South Korea, Brazil, and the member countries of the EU and suggested that a final decision on tariffs against its North American neighbours could be dependent on successful NAFTA talks. The steel and aluminum tariff exemption for Canada that is set to expire April 30.The deadline happens to coincide with a timeline suggested as the deadline for finalizing a new NAFTA this year. Negotiators are reportedly close to hammering out a deal.He said a U.S. decision to include Canada in the tariff would not be appropriate because Canada is considered part of the North American defence manufacturing base and supply chains are closely intertwined.“We continue to be confident that at the end common sense will prevail but what’s important for us is to work closely with the governments and the customers to ensure that we continue to maintain the highly efficient, highly-integrated supply chain between the two countries.”Barrios said it’s too early to determine the global impact of 10 per cent aluminum tariffs applied against many countries, but added that the best thing for American aluminum consumers is to have access to high quality, low carbon aluminum produced in Canada using clean hydro power.He believes the Canadian government’s steps to crack down on companies that try to ship cheap foreign steel and aluminum through the domestic market was well-received by the U.S. administration, industry and customers.Earlier Tuesday, Rio Tinto became the first company in the world to receive Aluminium Stewardship Initiative certification for its environmental, social and governance practices at its smelters in Quebec and Australian bauxite mine.Although he doesn’t expect Rio Tinto’s aluminum will immediately secure a pricing premium, Barrios said it will give a competitive advantage to its Quebec assets from customers who he said will increasingly demand the certification.Follow @RossMarowits on Twitter.last_img read more

BC Coroners Service releases updated data on illicit drug overdoses for March

Coroners Service has released reports looking at illicit drug overdose deaths and fentanyl-detected deaths for March 2019.According to the report, in March there were 104 suspected drug overdose deaths from across the Province.Within the Northeast, so far this year, there have been five reported drug overdose deaths. When it comes to fentanyl-detected deaths, across the Province there were 82 deaths in March.Within Northeastern B.C., during the month of March, there were five reported fentanyl-detected deaths.According to the Coroners Service, the report excludes deaths if the fentanyl was known to be prescribed or the death was suspected to be due to intentional self-harm.The BCCS says the data was compiled to better understand overall illicit drug overdose trends in B.C. and to inform other agencies’ public safety strategies in a timely manner.Since the 2019 data reported is for only up until March 31, data should be interpreted with caution and is subject to change as investigations conclude.For more information on these reports, you can visit the Government of B.C.’s website.last_img read more

Ghaziabad man shot at in broad day light

first_imgGhaziabad: A 19-year-old, son of a plastic scrap trader, was allegedly shot in broad daylight by unidentified bike borne assailants in Vijay Nagar area of Ghaziabad on Friday. Victim’s kin alleged a group of people in their neighbouring area have committed the crime in order to take revenge.According to police, the incident occurred around 2:30 pm at a flyover near Vijay Nagar by pass. The victim identified as Salman, a native of Haj house colony in Hindon Vihar area of Ghaziabad, was returning from Chaar Moorti roundabout in Greater Noida when the incident took place. Shabban, victim’s father told Millennium Post that few passerby took Salman to nearby MMG hospital by an OLA cab. “I was informed by one of the eyewitnesses who also took Salman to the hospital. They told me that they had made several calls to police helpline number but the help was not received so they took him to hospital by an OLA cab. The assailants might have tried to kill him but the bullet has hit his thigh. Also his belongings are missing which include three gold rings, a watch and cash,” said Shabban. He further alleged some people living in neighbouring area to have committed the crime in order to take revenge. “Around fifteen days ago, we had scuffle with a group of people living in neighbouring area in which my another son had received critical head injuries. We reported the matter to police and both the parties were presented before the magistrate where a settlement was made. However, on Thursday evening, cops held Salman while he was going to market and also seized his motorcycle and mobile phone. Salman was released later in night and we got the motorcycle released on Friday afternoon and just a couple of hours later, we received information about Salman’s getting shot at the flyover,” added Shabban. He also alleged police to have been involved with the other party and said that the incident could have been averted if police have acted on out first complaint of fight. Meanwhile police officials said that they are waiting for the victim to gain consciousness to record his statement to lodge an FIR. “Victim’s condition is stable now while we are yet to record statement. Report Ohio State football player Jamel Dean to leave the program

Citys rules committee to discuss proposed march 2020 ballot measures

first_img KUSI Newsroom, Categories: Local San Diego News, Politics FacebookTwitter SAN DIEGO (KUSI) – The San Diego City Council’s Rules Committee will hold a special meeting Wednesday to review the ballot measures that have been proposed for the March 3, 2020, primary election.During its meeting, the committee is scheduled to consider 16 proposed initiatives, which, if approved by the committee, will be sent to the full council to be placed on the ballot. The approved ballot measures must also be drawn up by the city attorney’s office.One of the highest profile proposals is from the San Diego Housing Federation, which submitted a $900 million bond to build affordable housing for military veterans, homeless families, seniors and disabled people. Obama Signs Defense Bill

first_img Dan Cohen AUTHOR President Obama on Wednesday signed the reworked version of the fiscal 2016 defense authorization bill despite misgivings about its lack of cost-saving reforms proposed by DOD and several provisions restricting the closure of the military prison at Guantánamo.“I am also disappointed that the Congress failed to enact meaningful reforms to divest unneeded force structure, reduce wasteful overhead, and modernize military healthcare. These reforms are essential to maintaining a strong national defense over the long term,” Obama said at the conclusion of his signing statement.Much of the president’s statement, though, was devoted to blasting lawmakers for blocking the administration from shuttering the detention facility at Guantánamo and moving some detainees to the United States.“The restrictions contained in this bill concerning the detention facility at Guantanamo are, as I have said in the past, unwarranted and counterproductive,” Obama wrote.The president has pledged to close the prison, but with the language in the authorization bill hindering the administration from going ahead, the White House has broached the possibility of using executive action, reported the Hill. The administration had been expected earlier to release a plan for closing the prison, but that has been postponed with no definitive timeline.The policy bill prohibits the transfer of detainees to the United States, or the construction or modification of facilities in the United States for housing the detainees.“It is long past time for the Congress to lift the restrictions it has imposed and to work with my administration to responsibly and safely close the facility, bringing this chapter of our history to a close,” the president said.In October Obama vetoed the initial conference report over its reliance on DOD’s overseas contingency operations account, which would have allowed the Pentagon to skirt the statutory spending caps without providing equivalent budget relief for non-defense programs. It received a 354-58 vote Monday evening and now heads to the president for his signature.During the recess the Democrat-led House attempted three times to pass the bill by unanimous consent, but each time a GOP lawmaker blocked approval with objections that a costly spending bill deserves a recorded vote by the entire chamber. They also said it should have included money for the crisis at the southern border.The package includes $3.2 billion to rebuild military installations and Coast Guard facilities that were damaged by extreme weather events in the past year.Marine Corps Base Camp Lejeune, N.C., suffered $3.6 billion in damage from Hurricane Florence in September, and in October Hurricane Michael caused an estimated $3 billion in damage to Tyndall Air Force Base, Fla.In March, major Missouri River flooding struck Offutt Air Force Base, Neb., causing $420 million in damage. Budget 2017 Health care costs may rise if so far untaxable services

The service provider is not a hospital, nursing home or multi-specialty clinic 2. The service is provided by an independent doctor or a resident doctor of a hospital 3. Preventive care offered to the insured person 4. Payment made by the individual for services obtained by the individualHowever, service tax IS applicable on services provided by any hospital, multi-specialty clinic or nursing home for:1. Health check-ups 2. Corporate health check-ups 3. Health insurance plans by insurance companies”A large number of items like food and other essentials for a common household are being kept outside the purview of the GST. The health care is equally important and essential, important only next to food. So, there is a strong case for the sector to be spared the GST,” Assocham secretary general DS Rawat said. While presenting his fourth Budget on February 1, Jaitley is expected to announce the government’s road map to implement the GST. The trade body said those health care services exempted from service tax currently should be continued even after the implementation of the GST regime for at least 10 years. The paper also advocated that Jaitley should significantly raise tax exemption on preventive health check-ups under section 80-D of the Income Tax Act and announce a health care infrastructure medical innovation fund in the forthcoming Budget.Additionally, it said the GST exemption should cover the health insurance premium, as the same is exempted from the service tax at present and demanded to increase the depreciation rate on medical devices, equipment from 15 percent to 30 percent.Also, corporate income tax incentives, which are currently given on capital expenditure for hospitals having 100 beds and above, need to be extended to greenfield hospitals with 50 beds to encourage better health care facilities in tier 2, 3 and 4 cities.last_img read more
